I posted to another user with a similar problem to me.
Another member of the Symantec team posted back to me with some instructions.
I followed his Instructions and ran some experimental Scans - Slightly different to what you suggested.
However...
I did get some quite strange results.....

Just something that's worrying me a little
I've Noticed that Norton 360 v 2 .....
Only seems to detect Tracking Cookies when it does a Quick Scan.
From a couple of websites that I regularly visit - And I know they leave Tracking Cookies.....
I'm sure I would have had a couple of Tracking Cookies when Norton has done a Background Full Scan.
But Norton 360 v 2 says - " No Risks Found "
Then a few days later...
Norton 360 v 2 will run a Background Quick Scan - And it will find the Tracking Cookies.
Unless!
Once Norton 360 v 2 has caught a particular Tracking Cookie it doesn't count the same one each time it comes across it.
e.g...
It will only count different Tracking Cookies found.
I don't know!
Perhaps someone could tell me the answer please
PS. I have Norton 360 v 2 set to automatically FIX Tracking Cookies.

Full System scan should detect the tracking cookies as Quick Scan does. It seems that you did not run the Quick Scan the same time as Full System Scan so I think it's possible you got the cookies at a later time. . Can you check this again on your system by running QuickScan and Full System Scan, one after the other without removing the cookies?
