Secure VPN causes lost internet connection

Several times a day I get a pop up notification that says I have lost my internet connection.  However, the router is fine, my work laptop is fine and the wifi symbol is strong on my home laptop.   I have found that if I turn off my Norton secure VPN, bring up a web browser and then turn VPN back on, it will work for a few hours.    Why am I constantly "losing" my internet when behind my VPN?   Any help is greatly appreciated.

Another link was stating to set my IP address to static... if I do that, doesn't that defeat the purpose of being behind a secure VPN and then others can't "find me" so to speak.   

Can IP address be traced through VPN?  Can you be tracked with a VPN? 
You can't be tracked using a VPN because it encrypts your data. As a result, your ISP or bad actors can't get any information out of your traffic. They only see the VPN server's IP address, while your real IP and online activities stay hidden.
