Seeking Help--Norton 360 won't open

I am unable to open Norton 360 from the desktop icon, the system tray or from Start.  I can run LiveUpdate and "Check for New Version".  The product seems to be running.  I just can't open it.  

 

I have successfully installed Norton 360 several times.  Each time it works fine until I shut down the computer and bring it back up.  When I try to open Norton 360, it appears that nothing happens, but eventually an error message pops up (Error 8504, 100).

 

I have uninstalled and reinstalled four times (using slight variations) with the same results. I have followed the steps recommended by others on this site including a scan for malware.  I have unistalled from my control panel before using Norton Removal Tool.  I have the latest version of Norton 360 and the latest updates.  

 

Why does shutting down the computer and bringing it back up cause Norton 360 to malfunction?

 

I would appreciate any help.

1.Check whether you have any other security products like Webroot antivirus, or Spysweeper, or AVG, or McAfee. if yes, remove them.

 

2.Clear the temp files.

 

3.Restart the computer

I discovered that it works fine when I restart the computer but always malfunctions when I shut down.
