In Program File (x86) I see a SymSilent folder which contains only SymSilent.exe. In Users Public I see a SymSilent folder which contains logs that suggest it phones home info to stats.qalabs.symantec.com and stats.norton.com. Based on file dates I would say this is a remnant from some previous install of a Symantec product (possibly an OEM version of Norton) rather than the recent install of NSS. I can’t seem to find any meaningful discussions about this thing.

I haven't found anything that I feel would be helpful in determining what the program is. I did a search of my systems and did not find a copy anywhere [1 production and 2 test]
One way to see what happens if it isn't allowed to run would be to change the extension to .bum and reboot. If it's necessary you will get an indication, if not then after a reasonable period of time just delete it and move on.
