Sfc/ Scannow Doesn't Work?

This is rather confusing.  I recently had to do a system refresh, but clearly I should have done a system restore.  System refresh brought it all back to the state which I bought it in (Acer Win. 8.1), which I clearly should have known..... though I made an impulsive move as my computer didn't start this morning.

Now, given my lack of adequate virus protection installed as I don't have the password on hand to reinstall Norton, I attempted to do sfc/ scannow to make sure nobody/no website installed a virus, trojan, worm, etc., on my computer prior to going to bed.  Not that I had any reason to think anyone/anything did but just for extra assurance.  Anyways, sfc/ scannow is not working?  I am guessing this has something to do with the system refresh, but I'm unsure why?  Why would sfc/ scannow not work like that?  

Command Prompt should also be run as Administrator.

System File Checker is a tool for finding and replacing missing or damaged Windows system files.  It might be able to repair damage caused by malware, but it does not detect viruses.  In what way was not having a password hindering your reinstallation of Norton?
