Let me explain this:
Norton Insight is a feature of norton products. It compares the files, processes and modules in the user's system with the nortons database stored in cloud. Using this cloud technology, Norton can display the performance impact, trustness / turst level, resource usage, stability of various programs and files residing in user's system.
Norton Insight improves the speed of the quick scans on your system without compromising the security on your computer. It identifies the trusted files on your system that do not need to be scanned, ie the trusted files. This inturn increases system performance as well as reduce the time taken for scanning.
You can also see the effect of insight scan in the NIS GUI(Main WIndow) on the First tile. The Trust Level is dependent on Insight scans.

If you do frequent installs or modification to your system, I would suggest you to perform insight scan periodically (atleast once a week). For running Insight Scan it must be first turned on here ( NIS GUI(main window) -> Advanced tile -> Insight protection -> Slide the button to ON ie left side [icon color will be yellow if turned on])
I think Insight performs scans automatically after a period of time system hasn't performed it manually.
While running Insight manually, be sure to select each option from the drop list in 'SHOW' to make sure every task or file is scannned.
Also you can configure when to run Insight if you run on laptop here (NIS GUI(Main window) -> Performance teb -> Norton tasks on left pane -> click configure -> select the power option you need -> ok )
For running Insight, it is necessary to have a good internet connection.
