I have Norton 360 and Windows 8. Is it recommended to turn on Windows smart screen.

I was referring to the Windows Smartscreen. My IE Smart Screen Filter has not been turned on
Does Windows Smartscreen compete with Norton activities.
Should Windows Smartscreen be activated if you already have Norton?
Please help.

Personally, If that's true, I'd be turning it off.
I also found THIS link, re doing just that. I don't like any software that phones home, unnecessarily.

I am using N360 21.1.0.18 on Windows 8.1 Pro 64-bit here and have both IE and Windows Smart Screen ON AND I have no problem of compatibility with Norton Toolbar or any conflict with N360. Both the filters were ON by default most probably and no problem of any conflicts till now.
