I think Norton 360 will be the best. It is an all-in-one Security product. Which has all the features of Norton Antivirus,Firewall features, and even backup and restore features.
If you want to have back-up features and you currently do not own Norton Ghost or Norton Save & Restore or another back-up product on your system, then I would buy Norton 360, Version 2.
However, if want a product just to protect your computer, then I would buy Norton Internet Security 2008.
Norton AntiVirus 2009, Norton Internet Security 2009 and any other Norton 2009 Products will be Released in September 2008. If you buy N.I.S. 2008, you can Upgrade for free to the N.I.S. 2009 upon Release.
The general answer to N360 vs NIS is that if you want a "fix and forget" then N360 provides the firewall/antivirus security but if you need or want to tweak your settings to get them just as you like them (assuming you know what they do <g>) then go for NIS.
As said, N360 does contain some extras like backup but it is a very simplified version that does not provide for a full system backup but does backup your documents and personal data.

Whichever you choose it is good to know the Norton policy that you are entitled to free upgrades while your subscription is in force so if you choose NIS2008 and NIS2009 comes out in a couple of months time then you can download and upgrade to NIS2009 without charge for the balance of your subscription.
Likewise for N360 but one does not expect that to be upgraded to a new version until perhaps next year.
I would steer clear of Zone Alarm and AVG8 since both apparently are having some major problems at present.
Keep an eye open on the sales flyers you may get with your weekend papers since they sometimes contain interesting offers for the software for upgraders.
