I have done everything that site ownership instructions has asked me to do. Now I still get failed verification. I am frustrated and have even made a new website layout and template and still getting failed. HELP ME PLEASE, thanks :)

Although I can see the meta tag on your home page, your site building program has placed it in your keywords tag and has added some extra HTML content. That is why the ownership verification process is failing.
However, there is enough information in place for the Safe Web team to manually verify ownership. I will notify them about your issue. Allow them a day or two to respond back to you in this thread.
Once ownership has been verified, your site will be queued for the rating evaluation.
Be sure the code remains in place until ownership is verified. Leaving the code in the meta tag will not affect your site or the visitor's experience.
I also see that your site has been rated Unsafe due to a number of Drive-By Downloads - various HTTP Fake AV Redirect Requests. You might want to check into the issues listed here:
