There are a few public facing sites that list suspected phishing sites. However, we generally advise people not to visit the purported phishing sites themselves since they are notorious for including other types of security threats as well (e.g. drive by download).

No I don't have a website. My question is how does that user know the site is unsafe if Norton is telling me it is safe? I assume he has Norton too, if he's able to comment on Safeweb - does his Norton tell him it's unsafe??
In other words who can I believe; the Safe Web users or Norton? I'd prefer to trust the company I pay but then again I'd prefer not to get any nasty surrprises from visiting a site Norton Toolbar/IPS shows as safe but which members say is not...

When you see the green checkmark or shopping cart next to a site, it means it's safe...right? But then why does the site show as green when people (the "community") post that the site is full of trojans etc...for example:

I'm just curious as to whether the community may be full of "Haters" of the sites or if my "green checkmark" is really good for nothing?
Anyone can sign up for a Safe Web account and then post commentary. Having a Norton product is not a prerequisite.
How do the users arrive at their conclusions? I don't know the answer to that. Some may have had a bad experience with a site and then as you eluded to, there may just be a few haters out there who wish to slam sites.
That is one reason why other site safety systems which rely solely on user input are unreliable.
Like you, I prefer to depend on the technology that Safe Web uses to analyze sites. It is not a biased result.
I would like to think that overall, the Safe Web members try to post accurate descriptions of their experiences. However there is a human element that must be taken into consideration. You could always check the reputation of a particular reviewer to see if their reviews appear to be unbiased or if they are mostly negative.
Perhaps if you noticed a site that had a great number of unique negative reviews, then proceeding cautiously would be wise.
