SlimCleaner Detection

A family member's work computer without Norton was recently infected with SlimCleaner by "Slimware Utilities Inc.". It has prevented that computer from starting after trying to uninstall it and a google search shows that it is likely fraudulent. The computer will be taken to the IT department of the company tomorrow.

The main problem is that it looks like the program downloaded itself without permissions. It seems like it has done the same to others. So my question is, does Norton Security block any drive by executive downloads like this SlimCleaner mess?
