Smart Firewall Blocks Shutdown

Smart Firewall when enabled prevents a full shutdown (W10).  The system shuts down, but the power light is still on and I have to do a hard power down in order to restart.  If we don't know of a solution is there a command line is can put in my shut down code that will disable the Smart Firewall and then have it immediately enable when I boot up again?

 

Here are two screen shots.  EV-05-12 shows the shutdown events without any disabling of the Norton services.  EV-06-12 shows the shutdown events with Smart Firewall and Auto-Protect disabled.

 

Check your system Event Viewer for what is being logged during your last shutdown. I've attached a screenshot of my shutdown last night for a reference.

There are no screen shots to be had.  By trial and error I discovered that if I disable Smart Firewall, the system will shut down and not go into hibernation.  Not sure it is hibernation as there is no way out other than a hard power down.

Why would anyone want to over ride Windows during shutdown? Data corruption will hit like a ton of bricks. Do you get a notice during shutdown that Norton Firewall is causing the system NOT to shutdown? If so lets get a screenshot of that. Here is how to post a screenshotAs was recommended earlier check your power profile settings. Your power light remaining on indicates the system is in a hibernation state.

Have not written any code yet.  Just would like an automated way to disable Smart Firewall before shutting down.

FWIW!! If you are tampering with system services with "batch" files my professional opinion is that is the point of your issue. Norton services depend on calls from Windows for its functions. One example is defrag on the OS. Windows defender firewall for example has to be enabled and will remain so with 3rd party A/V installed. Norton takes over that function. Group Policies are just another way of defining what the Power, Shutdown, Sleep, and lid functions do.  These are not the issue, Norton is.  Need to be able to write a batch file to disable the Smart Firewall before shutting down.

What are you "nailing down" within Group Policies regarding system shutdown? 

The button functions have been nailed down using Group Policies.  Disabling Fast Startup does not solve the problem.  Only disabling Norton Smart Firewall solves the problem.

Also check for Windows Fast Startup feature being enabled. That also prevents a complete shutdown. If you use Windows 8/8.1 or 10, there can be an issue with the Windows Fast Startup feature.. See more information here.

Hello. From what I read it sounds like your computer is going into hibernation or sleep mode vice a shutdown. Check your power plan settings in control panel.
