Smart Firewall came back on by itself?

I just started using Norton and I turned off the Smart Firewall.  When I restarted, it had come back on.

 

I'm pretty sure that when I turned if off the first time, I said "Permanently."  Unless I'm mistaken, is there any way the Smart Firewall would come back on by itself?

 

Also, Live Update wouldn't do that, would it?

 

I have Norton 16.5.0.135 which came with the Gateway computer and Vista.
