Cannot enable Smart Firewall - on/off switches in Advanced Settings are greyed out.

Uninstalled Norton several times, including Remove Only option using Norton Removal tool.
All the latest updates to the O/S and to Norton have been installed.
Logging on to the system as an Administrator
Need help to resolve this critical protection failure.
