I have Spybot S & D on my computer, along with SpywareBlaster and NIS 2009. I was going to uninstall Spybot, but decided to do one last update and scan just to see if it was going to report something.
The usual info showed up, along with one new warning, on a registry key on the Windows Security Center. I've seen this in the past, but not this particular registry entry.
When NIS 2009 is installed, by default it disables both the Windows Firewall and the Windows Security Center. Since Norton will take over the duties of notifications, the Windows Security Center is disabled to avoid duplicate alerts.
The key you are seeing indicates that Windows Security Center is disabled. It will not affect your ability to receive Windows Updates, just prevent duplicate alerts.
I have left my Windows Security Center Disabled, however if you wish it to be on, you can do so through Administrative Tools > Services > Security Center. Double click on Security Center and select automatic.
Edit: You can leave Spybot installed if you wish. As long as the Resident / Tea Timer realtime protection is not running, you should have no conflict. Running it as an on-demand scanner is okay.

Thanks for the reply Phil and for the answer. I elected to fix the problem, so now I'm wondering whether I should go into regedit and edit that key back to the setting listed above?
You can change the status of (Windows) Security Center through Administrative Tools > Services which will automatically change the registry key for you.
In Services, if "Security Center" is now set for Automatic, simply double click on it, set it for "Disabled" and then try to "Stop" the service. A restart may be required to stop the service.
