SSL decryption SSL proxy

Hi 

I recently came accross a disturbing report relating to antivirus SSL decryption. It did not mention Norton, which seems positive, but given the rationale behind antivirus firewalls, and the perceived need to decrypt traffic for inspection, is this feature universal to all antivirus. I have been unable to get much clarity on this issue researching online.
