I have a file on my computer that Norton thinks is a Trojan Horse and constantly removes it so that I can't access it. The file is safe, as has been tested with AVG and McAfee.
I want to know if I can stop Norton from removing this file so I can use it or make Norton think it's safe.

Have you tried adding the file to the exclusions list? Does NIS still insist on quarantining the excluded file? If this is the case, there is a hotfix to stop SONAR from repeatedly quarantining files which have already been excluded:

Please make sure that your issue matches the one described in the post to which the link above leads.
PS: You mentioned testing the file with McAfee and AVG - I hope you haven't got those along with Norton/along with each other on your computer. Running multiple real-time programs on one machine can lead to conflicts instead of doubling your computer protection.

How do I exclude it from quarantine? I know there's a feature to do this, but I just don't know how to do it.
I only have NIS on my computer, AVG and McAfee are on separate machines ;)

EDIT: Ignore my post about excluding it. I know how to do that now, but it's been quarantined so I'll go ahead and download the patch :)

Got this from the Norton Help Center:
Excluding high-risk security threats from scanning
You can use Scan Exclusions settings to exclude viruses and other high-risk security threats from scanning.
To exclude high-risk security threats from scanning:
In the Norton Internet Security main window, in the Computer pane, click Settings.
Under Exclusion, in the Scan Exclusions row, click Configure.
In the Scan Exclusions window, click Add.
In the Add Item dialog box, click the folder icon.
In the Browse for Folder dialog box, select the item that you want to exclude from the scan.
Click OK.
In the Add Item dialog box, click OK.

However, I am having issues excluding it. I followed this link:

but on Step 2.6 it says I have to click the exclude this risk from future scans to stop it quarantining it again, but there's no such option.
Any ideas?

Go to Quarantine, and restore the file, and add it to exclusions.
Nevermind, I managed to do it.
I temporarily turned off Auto-Protect and then I restored the file and then put it in the list of exclusions and turned Auto-Protect back on.
