Today I did a full scan. 12 hours later I turn on my PC and Norton is complaining that it needs to do a scan. But I just did a full scan 12 hours ago! Why is it doing this?
And by the way, clicking "Fix now" all it did was run a quick scan.

Ah I didn't know that. It doesn't make much sense to me, but I guess Norton knows best. Thanks :)
Quick scans and full system scans are logged separately. So even if you ran a full scan, a quick scan can still be called for, such as when some new malware definitions are downloaded by LiveUpdate.

i have noticed that for some time also, despite what others will say its programmed in ( software does nothing unless prompted or programmed to do so)
simular with you do a full scan turn off , restart some hours later and get what you saw , guess some ghost got in while it was off lol
seems weekly at times this appears
hint a full scan does the quick scan ( the very start of it is same exact files a quick scan does)
