Strange files in C:\Users\Local Settings

Recently I found strange looking file in C:\Users\*my user name*\Local Settings. It is called DCBC2A71-70D8-4DAN-EHR8-E0D61DEA3FDF.ini.

 

When I open it with a notepad it just comes up with random looking characters. It was created on the 1st of December. NIS 2011 says that this file is safe. I also scanned it with MBAM - no risks.

 

There is also another strange files in the same folder, which was created on the 9th of September, it seems safe as well, but I'm slightly worried if it's not harmful it's called GDIPFONTCACHEV1.DAT.

 

Does anyone have any idea what are these files? Where they come from and if are they safe?

FYI, this is googled info.

 

Both those files are normal and created by Microsoft applications, one by Windows Media Player as mentioned, and the other as a font cache by Windows itself.
