Symantec Service Framework High CPU usage (when not idle)

My Vista machine continually runs close to 100% and it's always at least 4 or 5 versions of excessively. I always thought that this process runs when the machine is idle. But from the attachment you can see that is does not always run at idle. Something I simply open a browser and CPU usage goes to 100% with more then 60% of it used by Symantec.

 

Is there anything I can do (other than remove Norton 360) that will reduce the CPU usage. Sometimes I have to wait  a minute or more just to get the cursor to move or browser to react to a mouse click. Getting really frustrated.

Do you have any other security software installed? Have you run any scans? What were the results?

Norton 360 is the only software that I am using.

SuperAntiSpyware showed nothing out of the ordinary.

Here's an example of what I mean. Norton using 47% of the

CPU when it's not at idle.
