This has nothing to do with Norton. BTW did you completely uninstall 2008 before installing 2009? Try this tool to fix your taskbar.
It sounds like your tray.exe is missing or corrupt. This can be the result of
a. a crash
b. an interruption such as a hard power-off
c. an infection
Have you run a scan yet?
If it's just a missing or broken tray.exe, you might be able to replace it from another like system. But you need to be sure your computer is not hosting malware first.

The fix was done from a recommendation on the kellys-korner website. I logged off and then logged back in and they appeared.
Before trying this I had rebooted several times but nothing changed. Not sure what the difference is from rebooting and logging off.

Unfortunately, this fix is not a fix. A number of us discovered this years ago; but it won’t “take.” The next time you reboot, you will need to go through the whole log off/log on.
Check on the microsoft website under a search for “notification icons missing.” They give a better solution.
The taskbar will be fixed if she downloads and uses the tool. I have done this on several other pc’s.
