Time to re-think Toolbar

IMO it's time.  Time to re-think Toolbar.
Users don't like Toolbars.  Users don't like ASK.  Users blame Toolbar for everything. 
Time to breakup Toolbar features and add as navigation bar / Icon row plugins.
I have password manager that places functional Icon in navigation area / Icon row.  Required password manager info / action render as drop down bar and then hide.
I have site rating Icon in navigation area that renders full page block and site status and another in address bar. 
If I want SafeSearch.  I have browser search bar. 

Personal experience:  Firefox and Chrome run better with Toolbar Disabled.
