Transfer and install norton on same windows computer with new hard drive

Im about to install a new hard drive on my windows 10 computer and I want to install norton on it before connecting it to the internet. What is the best practice for doing this? Will I have to unregister the old hard drive first? etc.

@philip_Tuminaro Yes, you should go into your Norton account and under licenses in that subscription, delete the license for this device to clear that license for reuse. Also. Unless you have an installer for an older Norton version, PRIOR to Norton versions 24.xx or the latest release version 25.xx, your install has to be done connected to the internet and Norton activation services.
