I am replacing an existing computer with a new computer. How do I transfer files such as blocked senders and accepted sender lists? Are there files stored in a special place on my current computer that I can copy?

unfortunately these settings can not be trasfered. Only the Identity Safe data can be backed up, than restored on a new machine / installation.
We made suggestions to add this feature to the program. Maybe in the next release. :)
