Is there a way of visiting the malicious web site without uninstalling NIS 2010? I can execute high risked viruses when I disable antivirus. But why can't I visit the malicious web sites when I disable everything? Is this a bug?

It isn't a bug it is by design, Norton is protecting you from infected web sites.
1) All of the features of NIS 2010 (both firewall and antivirus) are turned off "Permanently".
2) I reboot the PC.
3) Again I checked, all the features are still turned off.
4) The web page is still getting blocked with the same "Malicious Web Site Blocked" message.
I tried everything. I think there is no way to stop that Malicious Web Site protection without uninstalling NIS 2010. Also I think this is a bug. Is there a way to report a bug for NIS 2010?
