Unable to open chat with Norton Support

Using most current Mozilla, set to accept cookies from the site with pop-up blocker turned off.  When I click the chat now button with the vpn on, it opened a new tab with the picture of the button.  With the VPN off, nothing happens.

I tried the phone options, but I only get the information on the best time to call, but no actual phone numbers.  How do I contact the customer/technical support team, or isn't it a possibility?  I am deeply distressed about how un-user-friendly this new Norton/LifeLock combination has become.  Before Lifelock, I never had any issues contacting Norton.

I imagine you need to make an Enhanced Tracking Protection exception.

I have had exactly the same for 2 days now. Currently, the Chat option is missing altogether. Maybe they are getting too many requests for help with VPN not Connecting so are shutting us out.

as test: called Chat Now.  "Chat with us" dialog opens, for me.

Chat Support is working okay, for me, at this time.

Yeah....my attempts are not going anywhere...at this time. 
Maybe, I need to follow my own comments and allow allow allow.   
I need to setup a default browser profile with no restrictions, no extensions...as test...just for Norton support.

Edit: on Edge ... 'Pop out' worked before connecting with agent. 

Edit: 20 minutes later.  I'm at the same view.  No indication of wait time.  No indication anything is wrong.  No instructions.  No nada.

Please clear browser cache.
Please allow browser popups/cookies/ads/scripts/frames/trackers/content.
Please turn off VPN. 

Have you tried alternate browser?  Just asking.

What is your geo-location?  I'll try to look up phone number.

Maybe, 'Pop out' remains blank until you reach agent?
