Using most current Mozilla, set to accept cookies from the site with pop-up blocker turned off. When I click the chat now button with the vpn on, it opened a new tab with the picture of the button. With the VPN off, nothing happens.
I tried the phone options, but I only get the information on the best time to call, but no actual phone numbers. How do I contact the customer/technical support team, or isn't it a possibility? I am deeply distressed about how un-user-friendly this new Norton/LifeLock combination has become. Before Lifelock, I never had any issues contacting Norton.
I have had exactly the same for 2 days now. Currently, the Chat option is missing altogether. Maybe they are getting too many requests for help with VPN not Connecting so are shutting us out.

I tried MS Edge too, which finally let me in, but previously just logged me out, or wanted me to reinstall the extensions.
Everything else you mentioned was already set. Still no joy on Mozilla at all.

I need to setup a default browser profile with no restrictions, no extensions...as test...just for Norton support.
