Unable to remove IE 11 malware or virus

Windows 7 Professional 64 bit with Norton 360 and IE 11.  For the past several weeks, my desktop will self-open two or three IE11 windows within 15 - 20 minutes after startup.  The windows always have different web addresses, and the addresses change every day.  They are consistent in that one of the windows has a security warning that some software needs updating.  If one attempts to close the windows with the standard upper right corner X, multiple other windows open.  I generally use Task Manager to end the IE11 process to close the windows.  In the early weeks, I would receive an Intrusion Detection message from Norton and the IE windows would be blank.  I no longer receive the Norton messages and the windows contain data.  The web addresses contain ".static" in the address.

My Norton 360 is always up to date. I have run Norton Scans, Norton Power Eraser and deleted cookies all without success. The scans show nothing malicious other than cookies which are removed.  I also manually delete cookies at the end of a day that I have not run a scan.  Still without success.  Any advice on how to remove the nuisance (at a minimum) is appreciated.
