It can be a combination of programs trying to update themselves, along with Windows. I have seen here in the forums, and personally, where more than one reboot is required to get everything in line again.
Was this in windows 8 by any chance? I have the same issue of needing to do a reboot to get Norton to work.
If you are using Win 8, I understand there is an extra step required to actually shut down the computer, to do a full restart.
Have you tried that?
I would be very interested in knowing the extra step needed to shut down windows eight. I had this very same experience using Norton Internet security 2013 on my Windows eight computer. I got tired of messing with it so I uninstalled 2013 and reinstalled 2012. It's been six weeks and not a single problem. Everything works exactly as it should.
I have 2013 running on two Windows 7 machines and on one Vista. No problems here. This only occurred on the computer running Windows 8.
Here is some info from Microsoft on how to sleep, shut down or hybernate.

I thought there was some special shutdown process I was missing. I completely shut down my computer every evening. I use sleep on and off throughout the day.
I had the same problem with not being able to access settings, or do quick/complete scans. Actually, I could do the scans but I had to go to 'Performance' and then select 'Norton Tasks' in order to do them. I completely uninstalled, cleaned everything, and reinstalled 2013. Within three days the same problems reappeared. That's when I decided to completely uninstall, clean everything again and reinstalled 2012. Everything is perfect!
Yes, Windows 8, actually 8.1. All has been good so far. I select shutdown, not the other options. It has been a funny program with windows 8, been issues on and off with this and its interaction with Windows 8 ( 8.1). Its the patches that concern me, no idea what they do very little explanation from Symantec.
