Unable to set up PIN in Password Manager on Iphone App

I have the Norton Password Manager App running on an Iphone XS. Since switching to this phone, I have not been able to set up a PIN. I am able to log into my vault to get to the area you set the PIN - it walks me through all the steps but after I enter the PIN I want to use for the second time, it says "Setting up PIN", thinks for about 2 seconds and then gives me the error "We are unable to create a PIN. Try again later."

It's been this way for a month.

Your passwords are stored in a cloud vault associated with your Norton Account. So reinstalling will lose no data.

Yes, it works with a password. I've been using it for years but when I got a new phone, the PIN was no longer set up.

The problem with uninstalling and installing again is that I think it will delete all of the data - in other words all of my passwords will be gone. That defeats the whole purpose of having it in the first place. Itunes no longer backs up apps or their data, supposedly.

Did you first set up and test NPM to work with a password? 

Try uninstalling NPM, then restarting your device and then try installing NPM again? Then test the PIN setup again.
