Hi,

This isnt anything according to the virus scans and npe just wondering what it is as it pops up everyday on my security history.

The actor is C:WINDOWS/SYSTEM32/SERVICES.EXE

AND THE target is a norton file

This is a Norton Product Tamper Protection entry in your logs.  All outside agents, even Windows processes, are prevented from accessing Norton files and processes so that your security cannot be compromised.  The "actor" is blocked from interfering with Norton, but is otherwise able to perform its normal tasks.  There should be no ill effects for the actor or Norton as a result of a Tamper Protection event.  These entries are normal and do not indicate a threat to your PC - you can disregard them.
