Welcome to The Norton Community. 
Santa has been very nice, you must have been very good this year. 
Otherwise from your post you have the Norton Anti-Theft( NAT) 3 user
license and would like to install NAT on the new devices and register
them using 2 of your 3 available installs.
So you will have to unregister the old devices and remove the product
NAT from them by using Norton Management.
And also by uninstalling the app and program depending on whether or
not it is a PC or Android device that you have to remove NAT from.
So login to Norton Management from the link below -

Login with your Norton Account details linked to the NAT product.
Once you have logged in you will see all the devices linked to that
account.
Now at the top of that page you will see the options My Devices,
My Account and Leave Feedback.
Click on My Account.
Now this will show all the Norton products that you have linked to
this Norton Account including NAT.
So if you have a few products slide the bar left or right to find NAT.
Click on the NAT icon in the bar and this should now show all of the
devices that are registered with NAT installs.
You can remove the license and unregister NAT on each device by
clicking on the Trash Can next to the devices names.
Once you have done this you can log out of Norton Management and
then login to your Norton Account using the link below -

Now you should see your Norton product being NAT in the Products
List with 3 Licensed Installs and with 3 Available Installs.
So you should now be able to install NAT on your new devices and
register them with your Norton Account details.
