An hour ago LU gave me a new version of NS. I haven't seen any announcement for this update. It is my hope that the new version means progress in the long shutdown and restart issue. I don't have this problem with any of mine W7 x64 comps, but I really have compassion with those of you suffering from this issue..... Cross fingers!
