Verifying "navexmac.dlb"... on macOS 12.3.1

I periodically get a small macOS notification window displaying the text "Verifying navexmac.dlb". The alert has a progress bar plus two clickable controls:

(1) the yellow "miniaturize" button in the upper left corner which works as intended;
(2) the little "x in a circle" button to the right of the progress bar which does nothing.

The progress bar also never shows any progress, it never moves from the leftmost spot in the progress bar. The only way to clear this notification is to restart the computer. I sense this is a Norton 360 problem because I've seem reports that indicate uninstalling Norton 360 solves the problem, but reinstalling Norton 360 brings the problem back. Ideas?

This appears to be a Norton thing. I used a similar technique to the one in this post: https://appletoolbox.com/coreservicesuiagent-verifying-wont-close

I opened up the Activity Monitor and force quit the CoreServicesUIAgent.

I also get a small macOS notification window displaying the text "Verifying ecsvrmac.dlb"; same symptoms. This issue is discussed in Apple thread at https://origin-discussions-us.apple.com/thread/253804257,  removing Norton 360 resolves the issue and reinstalling days later restarts this issue.
