Additional - I am running Vista 64 bit. I saw the same problem with ESET's internet security (which I replaced yesterday with NIS 2012). It took them 6 months to acknowledge and address the problem. I am hoping Norton will be quick on this.
I called Norton's India people. They had no clue. We spoke for an hour verifying that my system is working properly - except for NIS 2012 blocking the most important functions of my home - connecting to work.
I was promised a call from an engineer between 8:oopm to 9:oo pm Pacific time today - NO CALL
None of you Geniuses have responded to my request for help - I assume that you are all lame too.
Is this company and its community a bunch of idiots?

can you check Norton history and then go to Firewall history, you should find Firewall = Network & Connections, Firewall = Activitis, and what does it say.
Try to connect to you VPN-Service and at the same time check Norton history for new entries.
IS Windows Firewall enabled on your computer, if windows firewall is on, turn it off.
Go to the button with the windows flag on it, and then type services.msc and then uac will promt you to allow this action, allow this, then scroll down to until you find Windows Firewall, right click on Windows Firewall and press the button Properties and then go to Starting Method and change it to deactivated.
You can also try to configure the program in Norton Smart Firewall
Go you Norton UI, = Settings = Network = Norton Smart Firewall = Program Controll = Go to the program you want to configure = all the programs will be set to AUTO, change that to Configure and create a specific rule for you program. for exempel allow the program via specific ports, try and see what will work.
I do not now if this will work for you, but i hope it will help you with you problem.

Now that will certainly inspire people to want to help with your issue - insults are very motivating.
With the exception of a few posts by Symantec Employees, we are all volunteers here. It might help to keep that in mind.
Here's one tip, after uninstalling ESET, did you run their removal utility?
