Norton 360 VPN turns off when you shut down your computer because the system shutdown process terminates all active network connections and running applications, including the VPN service. By default, a VPN connection requires an active operating system and internet connection to function.
Why the VPN Disconnects
System Termination: When you shut down your device, the operating system closes all software and cuts power to network interfaces (Wi-Fi or Ethernet) as part of the process. This naturally ends the secure VPN tunnel.
Default Behavior: For security and system stability reasons, most VPNs are designed to disconnect gracefully during a shutdown rather than trying to maintain a non-existent connection.
No Active Internet: The VPN cannot operate without an underlying internet connection. The moment the network hardware is powered down, the VPN connection drops.

How to Enable Automatic Reconnection
For Windows users, Norton provides a specific feature to address this, ensuring the VPN reconnects automatically when the computer starts back up. This feature is called “Reconnect after restarting”.
To enable this feature:
Open the Norton 360 application on your desktop.
Navigate to the Privacy section and open the Secure VPN dashboard.
Click on the Settings tab within the Secure VPN window.
Look for and move the slider to enable the “Reconnect after restarting” option.
Once enabled, if the VPN was connected when you shut down your computer, it will automatically reconnect after you power it on again.
Note on Sleep/Hibernation
If your computer goes into sleep or hibernation mode, the network connection is also usually cut to save power, which will disconnect the VPN. The Reconnect after restarting feature on Windows should also help re-establish the connection when the device wakes up. You may need to adjust your device’s power settings to prevent it from aggressively terminating network activity in low-power modes if this remains an issue.
I have my settings as shown on the picture, but everytime I turn off my PC, and turn on back it again, I have to move the slider to enable VPN. Normally I forget to check it, so most of the time I have the VPN off! I have had so many issues with Norton lately, really a lot of problems, like crashing, does not work frequently, and I had my PC attacked by trojans and virus, so many times, I do not trust Norton anymore and as soon my subscription finishes, I will move to another Anti-virus provider. I had to format the entire hard-disk, and re-install Windows, twice on my PC, due to the lack of efficiency with Norton. Ridiculous!
Try turning those Auto Connect settings OFF. With them turned on, the condition noted in the setting, ie compromised network , needs to be met to have the VPN start. After turning those settings off, turn your VPN on. Then try restarting your computer and see if the VPN will come on again without your intervention. It might take a little time, so be patient.
