VPN blocks access to some sites

When I go to some websites, I get a message regarding googleadservices.com saying I cannot proceed

Re: PIA; I changed my startup apps so that PIA doesn't start at all so it isn't interfering. This AM I started my W'10 laptop and the Password Manager works as it should with Norton VPN started. So, at least with MY W'11 laptop, Norton 360/VPN does not work properly with W'11. PIA server ping times are always under 20 ms while Norton VPN ping times are generally 3 to 4 times that.

Sorry, had a senior moment. Norton VPN uses Amazon servers, not Google. The comments apply.

What I am reading: username and password = Sign In to Norton account.
Norton 360 Secure VPN Off (disconnected) - Norton Password Manager - Sign In to Norton account - is okay.
PIA VPN On (connected) - Norton Password Manager - Sign In Norton account - is okay.

As you are on W'10, that may be the difference. I'll try to make time tomorrow to check it out on my W '10 laptop. I may not as I have a dentist appt tomorrow. May not be in a good mood.

I am using Windows 11 Home 21H2 Windows Feature Experience Pack 1000.22000.376.0. When I get time, I will see if the same thing happens on my Windows 10 system.

BTW, I'm on the Strait of Juan de Fuca in WA and my PIA VPN normally goes to its own Seattle servers, while Norton VPN goes to Amazon servers in Portland OR, San Jose CA, or anywhere else in the US (right now I'm on a server in VA) which probably accounts for the speed difference. If PIA ever solves the problem, I'll go back to them.

Hmm,  for my testing.  I'll Close vault & Sign Out. I'll turn Norton 360 Secure VPN - On.  Then, open Firefox. I'll call Norton Password Manager icon/button.  I'll Sign In to my Norton account and unlock vault with password, okay.     
Note:  My uBlock Origin allows gstatic on login.norton.com page.
My uBlock Origin has login.norton.com whitelisted amongst other norton.com pages.  

I'm wondering if your Firefox Tracking Protection is causal.  
Maybe, a Firefox extension is blocking gstatic. 

By my experience.  Norton pages require access to Norton content.

Network status remains reporting inaccurate status .... users have reported "inaccurate status" many times. 

Caveat: I only run Norton 360 Secure VPN for testing.

Yep! That's the message! If you try again without stopping Norton VPN, you get the same message. I've started using Norton VPN because my long term VPN (PIA) is balking on Google's gstatic and they can't seem to fix it. I have concerns about Norton VPN using Google sites given the Google propensity to gather user data. Plus it's slower.

Maybe, traffic thru Norton 360 Secure VPN server is slowed - degraded to where Norton server cannot respond. 
Maybe, slow switching from your DNS to Secure VPN DNS.    Just guessing.

Users have reported similar Norton Password Manager issue and I've reproduced intermittently.  
No idea why/what.  Sorry.

Websites often block VPN access for legal or copyright reasons.  There is nothing a VPN provider can do to get around these blocks.  Contact the individual web sites to see if they block VPN access.  Many sites do this for legal/copyright reasons.  A VPN service does not block access to any sites.  There is no white/black lists for sites.  Web sites have the right to protect their content.  And sometimes there are legal reasons for blocking access to users from a different geographic location. (credit peterweb)
