On my Windows devices only countries are available.
All are up to date.
I found Norton VPN Standard as a 30-day trial. But it states “Something went wrong - please try again later” with a request ID# when trying to download.
Norton AI chat and Google AI insist that city locations are available with Norton VPN for Windows.

Maybe, my Norton VPN Standard trial install is borked? Maybe, I’d need to uninstall Norton 360 and then install Norton VPN Standard 30-day trial.

I’m not finding documentation that Norton VPN Standard cannot run along side Norton 360.
I’m not finding clue that Norton VPN Standard install will duplicate Norton 360 VPN features.
Well, as per Norton support. I uninstalled Norton VPN Standard. I uninstalled Norton 360. I restarted a few times and scoured File Explorer & Registry. I installed Norton VPN Standard with the provided trial link. I was again asked to Sign In and Norton VPN Standard (again) picked up my Norton 360 days and I’m not finding City selector. I entered Norton VPN Standard trial key and still not finding City selector. Maybe, signing in to my Norton account…borks Norton VPN.
They themselves do not know what their current tariff plans are, they stupidly copy old information and confuse users. The same applies to installers that contain both Norton Secure VPN and Norton Ultra VPN… Although it’s almost a year since there are no such things.
