I hope someone in Engineering sees this.
After a couple of hours trying to connect to my Mail server, I did some poking around.
w=hen running with the vpn on i got an ip address out of the 15.xxx.xx.xxx block.
when i shut vpn down, i got an address of 24.xxx.xxx.xxx, and…wait for it i could connect!
Noprton: you need to have a meas to con=mmunicate the VIP addresss to folks like comcast.

Hello. Using my Norton 360 VPN I have the same issue with Verizon, connections are blocked. Nothing is in my Norton history that Norton is doing the blocking, but rather Verizon is. Verizon knows what IP address my connections should be logging in from. Both on my home network and mobile when away from my home network. VPN will mask that IP address causing connection failures every time. Dropping the VPN allows your true IP address to be shown and the connections connect. Streaming services are notorious for doing the exact same thing. From where I stand with it the VPN isn’t the cause, its doing what its designed to do. Verizon and Comcast are rejecting the logins on their side. Should they? Not really due to VPN’s being limited in what they can and cannot protect a user from in the first place. Comcast, like Verizon, both have encryption measures in place that exceed what little benefit a VPN can offer. Just my take on things.

@Vmiller3 Following up to see if we can help further. Your email provider is blocking access to their servers while using a VPN. They want to know exactly who is connecting and from where.

The issue resolved itself. go figure.
