My internet banking web site now blocks access via a VPN. I tried to add it as a trusted web site by “Step 2: Access Wi-Fi Settings: Within the Norton Secure VPN app, find and tap the Wi-Fi Settings icon (usually located at the bottom of the screen)”.
I cannot find Wi-Fi Settings within the VPN settings.

Where are you seeing “Step2: Access Wi-Fi Settings”. Wifi settings have nothing to do with a VPN.
A VPN does not block or filter any web content. It is the website you are trying to access that is probably blocking access from known VPN IP addresses. This is done for security, copywrite, legal or political reasons. There is nothing a VPN provider can or should do to bypass the site’s protection for its content.
