Last Tuesday, I had to buy a new computer and the next day added Norton 360 to it. I had Norton 360 on my old computer for years and had no trouble with it, but after I installed Norton, the SECURE VPN would not connect. I tried all of the solutions, deleted and re-installed Norton 360, tried changing location, etc. etc. to no avail.
I really don't know what they did, they replaced the WAN Miniport drives that one fix suggestion said to uninstall and reinstall. I had uninstalled them, but there was no way I could reinstall them. I'm pretty sure the tech added a couple more drives to the Network Adapters list because I only remember there only being four or five when I started. The problem may have been that my computer didn't have the right drives.
It works fine now.
Restarting your computer should reinstall any drivers you uninstall that are needed by your system. Be sure you are using the Restart command. Not Shutdown and startup again if you have Windows Fast Startup feature enabled. If you use Windows 8/8.1, 10 or 11, there can be an issue with the Windows Fast Startup feature.. Since, this is new machine:
Windows Updates up-to-date?
Did you properly remove any trial "security" offers before installing Norton 360?
Did Norton 360 install/activate okay and otherwise runs as expected?
Norton LiveUpdate & Norton Quick Scan run okay?
Did you run Norton LiveUpdate a few times + Restart (not Shut down) machine a few times?
Did you run Norton Diagnostic Report?
Did you run Norton Autofix?

Logging into your Norton Account should pick up your Norton 360 subscription to activate the VPN app.
Note: some users say Norton standalone Secure VPN runs okay along side Norton 360.
Do not run Norton 360 Secure VPN + Norton standalone Secure VPN.
Note: some say Norton standalone Secure VPN does not run okay along side Norton 360.

Secure VPN is currently not able to connect. How do I fix this?
I tried "Uninstall/Reinstall WAN miniport drivers and it said follow the instruction, but no instructions appeared, so now those drivers are GONE.

5. Uninstall network adapters
Go to Start and type Device Manager.
Go to Network Adapters and expand the selection.
Select Uninstall WAN Miniport (IP), WAN Miniport(IPv6) and WAN Miniport (PPTP).
Then Scan for hardware changes > the adapters that you uninstalled should come back.
