I have two questions: 1) I have Norton on my Android phone. Is the VPN feature activated all the time, unlike on my laptop where I have to activate it every time I power up from sleep mode?; 2) Every time I click on VPN on my phone, I'm asked to log in. When I do, I get an error message that either the login or password is incorrect -- neither is incorrect, as I checked them multiple times. Thank you for your help.
To see if you are still having the same issue after the reinstall, try logging out of your Account in the VPN app. Then see if you still have trouble signing back in.
Peterweb: Phone powered up. Open Norton VPN. Activate VPN. VPN shows as being active.
What I learned (so far) -- 1. by not logging out of the app, I am able to simply go back into the app to activate the VPN; 2. it seems that I have to activate the VPN in much the same way as when I'm using my laptop -- I'm used to that, so it's not a problem for me.
I'm still curious as to why I was having problems with the app in the first place, i.e. why I had to go through the uninstall/reinstall routine whenever I logged out of the app.
Anyway, thank you again for your help. It seems that, for now, the problem is solved.
I always log out of any app when I've completed the task. If logging out of the app effectively shuts off the VPN feature, how am I supposed to know that? I figured that once I activate the VPN feature, it remains active unitl I shut it off, regardless of whether or not I stay logged into the app.
You are not doing anything wrong. As you say, unless someone informs you of this, you have no way of knowing. I learn most things from just poking around in the app to see what happens.

Quick way to find out is when you restart your phone in the morning. Let us know how it goes for you.
Peterweb: I uninstalled and reinstalled the app. I logged in, no problem. I activated the VPN, no problem. I got confirmation that the VPN feature is active. I exited the app without logging off. I was able to go back into the app, and I verified that the VPN feature is indeed active. I exited, without logging off. Now, when I shut off my phone, which I generally do in the evening, do I have to go through this gyration again tomorrow morning when I power up my phone?

How have you determined the VPN is active?
Why did you log out of your VPN app? If you want to stop using the VPN, just disconnect from the apps main screen.
I just tried logging out, and the logging back in and did not have any difficulty.

First things first. If you are unable to log into your Norton Account from the VPN app, it is not active. Try uninstalling the VPN app, and restart your device. Then reinstall the VPN app and try logging in again.
Once you are able to get logged in and have started the VPN it will be on until you turn it off.
