I reside in Kansas USA and have noticed that the Norton VPN access noticeably slows down around the noon and 5pm time periods (approximately 1 or 1.5 hours on either side of these two set points). It may take approximately 3 to 6 continuous attempts to make a VPN connection.
A comparison to other VPN services cannot be made thus, this may not sound all that bad or unusual. The irritation is centered on losing my Internet connection during and after each of these repeated attempts with Norton's posted screen response is my computer is fully protected. This is a true statement as of the VPN access process removes the Internet connection until the user exits from the server.

Since there are many servers located around the world I guess you could keep changing the region to that server location based on times like midnight to 5AM to get faster response. Maybe it is worth the effort.
In all I would guess most servers are more busy from Noon to 5PM local time but of course some servers may be impacted by maintenance and other computer issues.
