Norton no longer allows torrents over VPN. This crippling of the service means it no longer useful to me and I will need to find an alternative. I have cancelled my subscription. If you have a working solution that will allow torrents over VPN I will reinstate my subscription.
I don't have any time line for this, but it is possible that Norton is adding a Torrent Optimised Region to the VPN settings. I found this setting in the standalone Norton Secure VPN product. So I can only suggest that this will probably also get rolled out to the VPN feature in 360 at some time in the future.
