Web site ID'd by IP address cannot be whitelisted?

My son's PC is frequently trying to connect to 100.41.15.56, which maps to a Verizon server that appears to have NVidia packages on it (the pc has an NVidia graphics card); I have seen it do this even if he is not actively using the system.  I constantly get warnings from Norton Family about it, since it appears to be "uncharacterized".  I have added the IP addresses (there are a couple of them) to the "Allowed Websites" white list under house rules, but it does not seem to stop the warnings from coming.  Any suggestions?  I'd rather not turn off the category Uncatagorized.
