Website ownership verification not working

My site is blacklisted by Norton saying it is not secure to visit. I had this problem solved 3 months ago. Now I am trying to re-evaluate my site by Norton so that it marks the site safe to visit.

I've added the HTML in root file. I have also added meta tag in header.

But, my site ownership is not being verified.

It seems the verification process on Norton is broken. I chatted with support team reporting the issue and they sent me the above link again, assuring me that it works.

Well, I tried it several times. It doesn't work.

I cannot move ahead with re-evaluation of site without my site ownership being verified.

Could someone help?
