What is Network Monitoring? Can I turn it off?

Just upgraded my Mac OS from Catalina to Big Sur. Now I keep getting a message that says my computer is unprotected because Norton needs to be set up again. I'm stuck halfway through the setup process now; Norton is telling me I have to allow 'Network Monitoring' to complete setup.

I don't know what Network Monitoring is. I can't find information on this anywhere, not in this community forum, and not through searches online. I'm not going to agree to anything unless I know what it is I'm agreeing to. Period.

So, what is Network Monitoring? Am I correct in thinking that I have no right to opt out of this, whatever the hell it is? I hope I'm wrong. I hope Norton didn't go and add some new-strings-attached to my service when I'm only halfway through the payment period. That would not be okay.

 

The only thing that seems to work is deactivating Network Monitor in system preferences (Network). Of course this means I get a constant pop to "fix" Norton.

Network Monitoring monitors all the network activities and block malicious websites from accessing your Mac.  
When you install the latest version of Norton, you need to configure the Security & Privacy settings to allow Norton System Extensions. 

Caveat: I do not run Mac. 
What happens when you turn Network Monitoring off?
Does Network Monitoring have an off toggle?
I imagine with Network Monitoring off - Network Monitoring will not monitor network activities and will not block malicious websites.

Message: "...You haven't finished Setup and your computer is not protected..." on Mac

When you install the latest version of Norton, you need to configure the Security & Privacy settings to allow Norton System Extensions. If you did not complete these steps, you see this error message and a prompt to complete the configuration to finish the setup.

To fix this problem, depending on your operating system, select one of the following:
