What the HECK is SymDB.exe!

I am running Norton Ghost 14 and have noticed that a file (SymDB.exe) is contantly connected to an outside IP address.  I traced back the IP and it doesn’t readily appear to be associated with Symantec.  I ran the hash of the file against a known hash of SynDB.exe and they match.  I tried to packet sniff it but cant detect any transmissions.  It seems to be just listening or I haven’t timed my sniffing to its transmissions.  For all intents and purposes, this file seems to be in the right place, has all the regular parts but I need to know if this thing is really supposed to be “phoning” out or “listening” for incomming packets.  Does anyone have any further information on this .EXE and specifically what its for?
