I have same problem in the respect my site, http://banskoblog.com has a question mark from Norton, but I would be really grateful if you can tell me exactly wehere to paste the code on a wordpres site (i use thesis theme) . Everywhere I try:
Header scripts, Footer script and Home Page meta does not seem to work.

Your site building program may be limiting how you are able to add different elements to your page. Since your authentication code has been placed as text, it is visible at the top of your home page.
An alternate method to verify ownership is to add the Norton Safe Web authentication code to your keywords tag which I see you have in place.
Use your site building program to edit your keywords. Copy and paste the authentication code from your email registration, (the 128 character alphanumeric code) into your keywords tag on your main page. Be sure it is separated from the other entries with a comma.
Example: world cup, bansko twitter, 4efisd90wpke....(your unique 128 character code)

Although this method will not allow for the automated verification, it should assist the Safe Web team in manually verifying your site.
Let me know when you have completed this step and I will check that the code is properly located.
