Why Both a Block Screen and a Pop-up?

I'm trying NoF on a child account I created for testing purposes. When the 'child' tries to access a forbidden web page, NoF displays a block screen in the browser and a little pop-up appears over the system notification area. Okay, I understand the block screen. But why show a pop-up over the notification area in addition to the block screen? The pop-up contains essentially identical information as the block screen - why is it needed?

Surely the block screen could also provide a link that allows the monitored child to request access to the site. This would make the system tray pop-up unnecessary. Thanks for passing along this suggestion.
