I occasionally get 2 Norton 360 icons in my taskbar on start-up. This usually happens when I don't get, what I would call, a normal start-up, which usually takes about 75 seconds. It will happen when I get the small circling symbol and the "Please Wait" text on my monitor. This can take up to 2 or 2-1/2 minutes. Is it caused by system or program updates? I usually do a shutdown and start-up to be sure. Is it OK to leave the 2 icons or should I keep doing what I am doing?
I've always heard "two icons" is cosmetic.
Have you restarted your computer? Sometimes after a Norton update users have seen this happen and restarting can resolve it.
If you use Windows 8/8.1 or 10, there can be an issue with the Fast Start feature.. See more information here.

If you want to stop new versions of Windows from turning on Fast Startup again, you can do this as long as you do not use the Hibernate feature. If this is the case for you, you can disable the hibernate feature by following these instructions from Microsoft. I have done this and the new Windows versions have not been able to turn on Fast Startup again.

I have weeded out most of the start-up items that I know I don't need , even the ones that I use manually. I can try delayed start for some. I guess my question is do I have protection when the 2 icons show?
Maybe, try Boot Time Protection at Normal or Aggressive...as test.

Maybe, try Speed up my computer startup time -> Disable or delay (unnecessary) startup items....as test.

I'll see double Norton tray icons on occasion.
